Thelma De La Cruz Herron was born July 3, 1974 in Mission, Texas to Joyce “Orcutt” De La Cruz and Ernest De La Cruz. Thelma received most of her education in the Northeast Independent School District attending Judson and Roosevelt High School and later graduating from Healy Murphy School in San Antonio, Texas. Thelma continued her education by attending and graduating from both St. Phillips College and Everest Institute Magna Cum Laude.
