Rickie Barnes was born May 5, 1955 in San Antonio, Texas to the parentage of Walter Barnes, Jr. and Betty Jean Perryman. He completed his formal education in the public school system. Rickie went on to further his education attending college. He soon had a desire to service his county, joining the United States Army.
