David Earl Fulton was born on November 23, 1961 to the late Horace F. Fulton Sr. and Katie B. Fulton in San Antonio, Texas. He received his formal education in the San Antonio Independent School District attending Highlands High School. David accepted Christ at a young age at Church of God and Christ under the leadership of the late Rev. Arthur Bell.
